thesis-12-entitlements-are-the-design-medium

Entitlements define the envelope and uses a project is allowed to pursue. Height, setbacks, density, permitted uses and review conditions can shape the design space before detailed building design begins.

The approved envelope bounds the program

Illustrative 200 × 150 ft lot. Equal setbacks apply on all sides. FAR limits total gross area; height divided by a fixed 12 ft floor-to-floor limits whole stories. Maximum gross area is the lesser of FAR × lot area and inset footprint × stories. This is a geometric assumption model, not a jurisdiction-specific zoning or entitlement finding. Partial top-floor area is allowed.

The approval process is also a negotiation over public and private interests. A proposal may change in response to community concerns, agency requirements or policy goals. Those conditions can affect the site plan and program, and the time required for review can affect feasibility.

This gives architects two related tasks: help make an approvable proposal and understand what the approval process leaves open. The permitted envelope is not simply a blank canvas, and an approval does not guarantee that a project is financially viable. Both constraints should inform early design. A review condition can become part of the program, so it is useful to record who owns each response and when it must be resolved.
