BIM adoption is shaped by what clients ask for and what project teams can support. An owner may want a model for coordination, cost review or later facility work; another project may not have the budget or need for that level of modeling.

A BIM requirement can include expectations about model content and timing. More detailed information takes coordination among designers, contractors and owners. The value depends on how the model will be used, who maintains it and whether the project team agrees on what each model element represents.

The practical question is not whether BIM is always better than drawing-based work. It is whether a particular information model helps this owner make decisions or manage the asset, and whether the fee, schedule and responsibilities account for that work. Adoption follows a project’s incentives and requirements, which vary widely.
